I've been in legend league a few times till I get fed up with "no opponents found at this time" and drop back to titan where they're still there but not as bad.
As I understand it this is because of a lower amount of players the higher up you go as players tend to stay lower down for loot.
For anyone not max it's just faster to get loot lower down as you can raid more often. That's part of the problem but the clouds them selves are boring and isn't why I play a game to watch them for 20 mins. Boosting is pointless as sometimes you only get in 2 attacks in an hour.
So how to fix it? Loot isn't the answer as no matter how big the reward the clouds stop people wanted to go up so something different is maybe the solution.
My suggestion is at the end of a season when you get your legendary trophies, you also get legendary coins or whatever these could be used to build, upgrade, file legendary defences available only at TH10+
The idea being if you want those defence, want to level them and refil them you need to work your way up. Hence the reward for being up to legend is worth it.
I would give a lower amount as a reward for titan league too maybe based of which tier you finish in so that it's a wider group to bare the load.
I think this would stop you finding TH10+ players dropping down to 1200-2000 trophies "because raiding is better" as they'd want to be getting the end game coins, populating the higher trophy ranks and rewarding players who play at those levels.
Hope that makes sense I just don't think there is another way of fixing it by loot alone or by shield times etc.
