14000 gems in my country cost 799.99 rand and this is very expensive because you can eat and drink and have you hot water on for a month for this cost that is expensive but is cheaper than the dollar but ye it would take me a whole year to save up for the gems so I have to say I cant gem unless my cousins from America give me dollars for Christmas but it is unlikely.
This is the same in all games. There is actually another issue across countries too that super cell avoid and that is sales.
I have played games where they advertise a 20% sale but in my country New Zealand I only actually get 15% which may not sound like much but when you are purchasing $5,000.00 worth at a time it's adds up.
I have seriously considered doing some research and finding out which country gets the best deal through apple and creating an apple id there. Even if I had to fly to the country and buy a device there it would be cheaper overall. I am pretty sure some Asian countries get gems up to half the price we do and is the reason we see these offers where people will log into your account and buy you gems at a discounted price (talking about the genuine ones not the scams)

ok, there is a way (i never did myself, just to point this out):
the game is bound to your game center, not apple id
so, lets say u live in sweden and move to america cause u met your love who lives there while u played clash of clans.
all u need to do is to create a fresh american apple-id, reinstall the game on the new apple account and voila, u got your old base and now u can buy gems with us dollars.
i wont go more into detail, all the important info is in this post. u wanted to move to america after all what i interpreted in your post, rite? ;)

To the person who said buy a new device you don't even need to do that you just need to log into the new Itunes account on your current device. Note you may have to delete clash of the clans and install on the new itunes account since it won't let you purchase in app purchases if the account hasn't downloaded the game previously. Once you do this clash of the clans will be under purchased on both accounts so you can make in app purchases on either
