Th9>th11 priority order list

When did you start playing coc? 20/22 heroes are very low for th11 ... If it took you 2 or 3 years (or longer) to get to this point, I would recommend to cancel the upgrade. Rushing is only good if you are not a serious war player and if you are very active. Engineering and the .5 strategy don't work with your heroes. You will be a liability for your clan (and maybe this update will make it even worse!).

Troops for farming: barch or goblins, laloon or miners
Troops for war: healers, bowlers, poison, rage, jump, baby dragons, heal, wb, ... (not sure what troops/spells are max at th9/10)
Defenses: teslas, archer towers, cannons, wiz towers, air defenses, ...

I started playing around 2015. I abandoned this base during summers (2015/16/17) because of my exams and summer jobs. But I'm active now and committed to max my base quickly. I am doing Dark elixir farming and I know that heroes are important. Thanks for your advice on troop order. I think I'm going with with giants, barch, first then loons and lava.

(then back to wizztower order upgrade to th11 lvl)

Look I have been 'squatting' at max th9 for a while. I just feel motivated for this time to upgrade because of the event and I want to try new troops and practice with new strategy. I don't care if it is going to take 2 years or longer to max everything. This is because of upcoming balance change, I want to skip th10 and start th11 fresh. I am aware of the consequences that I may face difficult opponents in war. That's why I'm not intending to build any strong defenses (xbows,inferno, Eagle) until I max everything else. If you could please explain why should I not upgrade to th11?

If you are doing this for war,

Offense:

choose a single war army you want to work with and upgrade those troops and spells first. Bowlers - rage, hogs-heal, etc. , laloon rage-haste. Everything else gets ignored until the war army composition is done. If loot is an issue, drop to lower leagues and barch. You will need a builder dedicated to warden, and should have him on constant upgrade.

Defense:
Air defenses, teslas, cannon/archer towers, first. I would max them, and then come back to splash (wiz, mortar, bomb tower).
