I think it is still a challenge, but they have to balance this out to newer players, whilst players like myself (nearly maxed TH11) don’t have a long journey (though it will be long enough) to maxed TH12, they do not want to make it look impossible to people just starting out.
You can see by the number of people that do not max their walls at any TH level that very few people have this dedication, whilst I do not advocate rewarding this I think that the reduction in wall costs just benefits everyone (except owners of maxed walls).
I used to think this about Legend League, there used to be a time when you rarely saw a legend in Global, but now there are more legends than you can shake a stick at, and what with the bosses there will be even more I have no doubt. But being a legend myself, this can only be a good thing for cloud issues.
This boils down to clan management and the type of players you have. The clan I am in has a minimum requirement for clan games, you want the rewards you get the points, if not then you won’t be around for long. Clan games are about clans working together, if there are freeloaders in the clan, then move them on.
The end destination has been extended, the journey to there needs to be adjusted so the time taken is not lengthened.
I beg to differ here, to me the true core of the game is ‘strategy’ and attacking other bases, it is more challenging to attack well built and upgraded bases than those with weak walls etc., so encouraging and giving people the ability to do this will lead to harder bases to attack and the requirement for more strategic approaches and thus reinforces the core of the game.

So... If a th11 has level 9/10 walls, they’ll still cost the original price to upgrade?

Not a fan of the bowlers/healers nerf. Nor the Witch buff, nor the Miner buff. But I'll hold onto my criticism, until I've seen its effects against the defensive nerfs. I do approve of the Engineering nerf, but I'd have trolled them harder myself and not told until update day. Pekka and drag buffs are ok, but they are still too slow to be part of a 3 star army on most bases these days. Freeze spell space reduction is nice, but one HS may be a a little OP, but no idea the spell duration per slot yet. Miners are going to be OP at those speeds I think. But excited for a new troop! It's been awhile.
