In fact, everyone is experiencing it, it's just that some happen to notice it and some don't.
Just try to write down the times when you start an upgrade, then check back to that when it's finished. You'll notice that it's done in fact later than intended, how much so depending on the build time total. 1-day upgrades get like 15-20 minutes added, but for week-long or two week upgrades you'll easily see a few hours added.
You can also easily see it when training troops. For example, try starting to train a giant and press your stopwatch at the exact same time. Then do a few things that force the game to reload your base, such as rebooting the app, returning from visiting an other player's village or returning from an attack (even from a single player mission). Every time your village gets loaded (even by other players) roughly 4-5 seconds get added to all things that use time. You'll find that the giant you were timing can take as much as 3 minutes to actually complete, rather than 2.
It's up to you whether you care about it or not, but saying that you don't experience it is simply incorrect. I hope you'll add time lag as an option to your poll, it's very relevant and easily one of the most annoying things in CoC once you know what you're dealing with.
