I will upgrade to th10 once I get a lv15 bk since a lv11 is way too low. I will then just work on offense and my walls

As many said, it depends a lot what you like, and what makes you keep playing.
If you are a warrior, then definitely max out your base, but it seems you are a farmer. If you farm in lower leagues, I suppose it does not matter how high your heroes are, so press the button when you feel like it. If you like a challenge and farm in higher leagues, first up your heroes.
There is one thing to consider though: At the moment we have 11 town hall levels. Why not enjoy every level to its fullest, and only upgrade when maxed out? My own base is max TH10, except for roughly 100 walls and a few lab upgrades. 40/40 heroes. Which means I will not upgrade to TH11 yet, as I want everything maxed.
I am a avid farmer and I am able to work all my builders 24/7 what I am planning is to achieve the best offense as fast as possible. And with my idea of working on offense at th10 would definitely help I am planning to directly work on my giants wizards and barch then I would drop leagues and farm
The sooner u go, the faster u progress.
Loot in low league is easy for new th10.
I would suggest that keeping builders busy isn't a priority. Enjoy TH9 and have fun with it, develop your attacking skills. I expect your builders will need a rest after all their hard work so let them chill while you grind hero levels. They have a zero hours contract so you won't be out of pocket while they are idle. If you find the builders are causing trouble, getting drunk and chasing the village maidens (and you get bored) then make the leap to TH10.
I would say never🤣. TH10 is way more difficult (even more than TH11) and it may force you to quit the game, specially if u don't like defensive playstyle.
My strategy always involved waiting to hit a bottleneck. Namely, I upgrade when I start wasting a resource. For example, walls and lab all done, so no where to put elixir or walls and defenses all done, so no where to put gold. In this, I stay at the TH until I find it prudent to make the jump. I also made a conscious effort to balance my upgrades so if I would see something falling behind, I would concentrate on on that resource more (usually DE upgrades). That said, theres no wrong way to do it, but the more you do now, the “easier TH10 will be.
