The main reason we are getting rid of downvotes is that in our opinion (and we see a lot that most of you don't), they are having exactly the opposite effect. Downvotes have turned out to be frequently used in a very toxic manner.
It isn't just the fact it is creating a lot of extra wor, it is the reasons for that extra work that is the issue.
The CR forums were by far the most work for us, but we very strongly wanted to keep them
I hate to continue beating the dead horse and maybe it's quite pointless (usually is), downvotes have been used in a toxic manner BECAUSE of the ability to leave a comment. That toxicity is going to continue. You can bet on that. They'll just do it through PMs, visitor messages, etc. So, the downvote, itself, is not the toxic part. It's the comment. In that sense, I don't see why we can't have the downvote in place without the comment.
At that point, there wouldn't need to be any investigation unless someone reports that he/she was downvoted for no reason. Typically, that can be seen fairly quickly by looking at the comment that was downvoted.
Anywho, my two cents.
