Upgrading wall

The wall upgrade feature shouldn't require builder...I mean the wall should be upstairs upgradable anytime (without builder)

Op tberes a good reason for this back when the game first started you could indeed upgrade walls without a builder then supercell changed this because everyone was plowing their spare loots straight into the walls causing a issue with the clash economy so theres little chance of supercell changing it back sorry
