Not sure. Even if they did, engineered players would find some new loophole in the system and exploit it, most likely.
Darian keeps saying he is going to fix matchmaking and engineering but every since he has been announcing that the matchmaking has only gone downhill. Before he messed with it last year it was fine. Occasionally there was a mismatch but normally it was equal and most importantly they made an effort to make the top bases equal. Now these wars are just crazy. We have tried no engineered or engineered and it doesnt matter 2/3 matches are insanely mismatched. Darian messed with the most hardcore fanbase of this game and that explains the fast declining numbers in players. Only thing keeping this game going now is clan games.
I think you are either getting out engineered, bad at attacking, bad at base building, or not able to properly assess/break down a war. I and many others think the matchmaker is doing great.
What kind of roster are you running? Whats your breakdown? I can accept that there are still occasional bad matches and also that the match maker is not perfect. But not 2 out of 3.
Calling people names, especially Darian (who is only a spokes person and does not code the matchmaker and is far from stupid) only adds to my assumption that one of my above assumptions has significant merit. Just because you loose does not mean it was a bad war match.
Anyways, If you want opinions/advice on your roster myself and others would be happy to discuss it with you. This is the place to do it. Name calling will only get you infractions and possibly banned. Just give us your clan tag and and any information you can on your roster.

I've pretty much given up on them getting it right TBH. Last September/October, the MM was about perfect IMO, but they kept fooling around with it. Now, it's hit and miss by a wide margin.
I've joined a new clan since then (after 2.5 years in my old one) because my old clan just couldn't get their stuff together, and I was tired of seemingly being the only one that cared.
My only observation that seems to have stayed mostly true since they started messing with the MM, is that the tighter the TH spread (IE not more than 3 TH levels) the better the match ups are. But even that doesn't always hold true.
My new clan is mildly engineered, and we don't allow anything under TH9 to participate in wars, but even then we're constantly down on # of Eagles, # of Grand Wardens, # of Inferno Towers or all 3 at once. We're always competitive in wars, and rarely lose by more than 2 stars, but our recent war log looks like a frog in a blender. Hard to win when the opposing team has 3 more Eagles than you do (which is huge in the ability to stop a TH11 3 star) if the other team is any good at all.
We still win more than we lose, and we'll keep soldering on, but SC needs to figure this mess out.
Getting it right ? ... This is laughable ... Being able to build ones base however one wanted was a FEATURE that has been there since day one. This is not a bug that needs to be corrected, it is simply that you didn't notice that this existed and/or didn't take advantage of various things that could be done. If you really don't like that feature then by all means put all your effort into builder base where you and everyone else can be constrained to your hearts content.
Engineering is not finding a loophole to exploit. In my opinion, there is no loophole, or it would have been patched long ago.
What people are doing, is optimising their accounts, to make better use of the weighting system they use to make matches. The MMA is being tweaked and changed constantly, so the "good" optimisers are having to watch for any shift in match structure, and adapt constantly. So no loop hole, just a set of weights, mixed with whatever, to match you with another clan with similar results.
Recently, they have, whether planned or accident, stumbled across a method of matching similar set up clans, for clans with a balanced build/ set up, rather than the previous random spit. This may be due to better weights, as has been suggested, or by another means, whereby the MMA has actually grown some intelligence.
Problem is, all that will change shortly, according to reports. This new system may even have loopholes built into it, but the current one doesn't, it just simply does the maths.
No there was an obvious loop in hole in manipulating match results. It was just very difficult to close.
If you think about it, taking a defenseless base to war would typically be a silly strategy. But, because of the loop hole (manipulation of averages) it was a good way to make yourself an "unlooseable" war. Same goes for manicured offense. Going to war with only one army comp is not great strategy in general. But, because of the loop hole (offense was not calculated or checked) it was okay because you found yourself in a "double dip" scenario where you could get by with just one army comp.
If clan wars were free of loopholes that can be manipulated, common sense says you want as many defenses as possible and and as many offense compositions as you can get.
I say again the matchamaker is doing well currently in my opinion.
Loophole.. Noun.. An ambiguity or inadequacy in the law or a set of rules..( is also an arrow/ musket slit in the side of walls).. Ok, so the loophole must be the fact that they made it def only, in the first instance?.. In that case, making def/ off equal should close it. But it didn't. The MM seemed incapable of ascertaining weights, and using them in such a way as to create a decent match up. I get where you are coming from, but the whole system of match making, start to finish, was severely flawed, to such an extent that decent (fair) matches were pure luck. In this case, there would have to be many variable problems (loopholes?) in play. Could such a bad set up suddenly, seemingly, become so good with a single change.
I am more than willing to concede, and learn, but there is maybe a good thread in what has been going on/ happened, in this area alone.
