Be able to steal a builder only in townhalls 10 and when you win 100%. This builder will help one of your buiders only 12 hours. You can only steal one builder per day, and if somebody steals you one, no one can do it again in 5 days.
It will be incentive to those who still play!

Too overpowered, and can be exploited easily. Say if I went to Sub 200 and 100% someone... Free builder for 12 hours?

Easy?!To win 3 stars attacking townhalls 10 is not easy, at all,.... You will see.. Jiji... There are a lot of abandoned villages,.. That if you are lucky you can win 3 stars,... And maybe they are easier, And if we can steal them one builder, wouldn't be great?

At OP, what happens if I 3-star 5 TH10s in a day who were underdeveloped? Do I get 5 extra builders?
