So players who do 1 task will now do zero tasks. The leader and co who were doing all the work now has to do more work to make up for the lost points.

So it is all about jealousy then. The impact (in your clan) is that the higher performing players are upset by those who have done little for the same returns - i.e. are jealous of them.
Which is understandable, though not an issue all clans have.
But as far as fixing it goes - First, any restrictions have to be optional. It would not be acceptable to those clans who do not see it your way to be forced into requiring their players to meet certain targets.
Second - where do you set the limit so that those who have done the max are not still feeling that those who just meet the limit have not pulled their weight. And remember for deciding this, one thing which I think is pretty certain is that SC are not going to introduce any system where you need x amount to get first tier, y to get 2nd tier, z to get 3rd tier. So if any such restriction is introduced (and I don't think it likely), it will be all or nothing - if you reach the limit point, you get all rewards, if you don't, you get nothing.
Third, would introducing such a limit mean those players wouldn't take part at all, thus making it even harder to reach the targets than if they did 1 or 2 challenges? And if it did, would that outweigh any benefit of people not being upset about freeloaders?
You take its as jealousy.....and i take it as a moral down.......like player who give his best .....but donot get best ..due to someothers....more over ...due to which( take its X player) that player donot get best.....that player X will get same reward by doing just 1 task........that somehow will hurt that player moral.

There are a lot of generalizations in your arguments which are not supported by evidence. As it has been already mentioned that there are those who are not affected by people in their clan doing minimal work. I would like to see evidence of the assertions that you are making and how it affects the whole CoC community. Are there more than 50% of the clans that have this issue? Whatever the numbers maybe please present a valid credible source.

Yes, it is damaging their morale - but it wouldn't if they weren't jealous. It doesn't really matter what you call it, and as I said, it is understandable.

And the fact there are a few threads about it does not remotely mean it is a majority who feel that way. Nor does the fact that every one of those threads has more posts disagreeing than agreeing mean that a majority don't feel that way.
We do not have anywhere near enough posts on the subject to have any idea what "the majority" feel about it.
My gut feel is that more people either don't care or want to actively encourage as many as possible to get the rewards than want to penalise people who don't reach some minimum. But that is in no way based on any real statistics.
Yeah, only the forum does not represent the majority of the player base, it only represents the minority. And of those active members, only a handful or so are agreeing with you.
If you want to check other big page count threads, there was a huge one when the 'eye' was introduced. A lot more people were arguing against having that implemented on the grounds of their privacy etc, but in spite of the protests, some of which were very well put, SC didn't change anything and eventually, people calmed down about it.
I expect that this will go the same way.
Regardless, you have your point of view, where you don't like the way things are now, and I have mine, where I do. SC have already said that they want the rewards to go to any clan member who participates in the games, regardless of how small or large their contribution actually is. So for now at least, this is the way it is and you will have to manage your clan and their expectations accordingly.
I also believe in encouraging the players ....i only have the problem with those player who just do 1 task of 50 points and sat behind for rewards......if a player contribute 1000 or 500...i think thats enough as maybe he is buzy and in his buzy schedule he atleast contribute in clan.
