The best you can do right now is raid 24/7 and make sure you're maxed before going to the next Town Hall level... Everything is harder when you rush, and it was your choice...

I would completly restart as it might help in the long run, I would hate to be a premmie! I am still maxing TH 8 and approaching Lvl 90...
At th 9 it is not too late to correct things. You will have to do a lot of farming to get things back on track but it can be done. Move your th outside of your walls and away from your defenses so you can get quick shields. Use the walls you will gain by doing that to further segment your base. Also, upgrade those lvl 4 walls ASAP and use them on your base. You should centralize your clan castle and keep it filled with troops for defense. Move the archer and wiz tower inside your walls. Then I would work on getting all defenses up to th 7 level, then th 8 and finally th 9. Do splash defenses first then single target. You have a long road ahead of you but it can be done at th 9; I have watched people do it. Don't give up yet.

It can b done indeed but will take a while; ive maxed out th8 and with this upgrade jumped to Th9. Altho its the best way others are saying, I wish i was still th8.
gaining resources for upgrades takes à lot of time. Im still tryin to find "THE road to eldorado".

One positive point, your town hall 9 is way better then mine back in the days :). Start upgrading your splash defenses and after that your point defenses.
Only start over if you want to max each town hall, otherwise continue with this account :)

If you really want to keep at it.. Wizard Towers first and then Mortars.
and try to get an xbow up
you must get your Lab7 and Giants 6 out of the way first.. that will help you farm.
I was a gimp TH9 too.. (bit better than yours).. i'm on my 3rd/4th month as TH9 and i'm still maxing my base.
