It even makes sense in the context of the game, in so little as anything does, in that when you're off attacking another village with an army, you leave yours vulnerable to attack in the meantime. Only tricky part is that heros need to be two places at once...e.g. a solvable solution no doubt, just have the guard/sleep button also control whether your heros are with you in battle, or remove them from the home village as soon as any of them are used.
The point is just making it to where if you get to raid, someone gets a chance to raid you, without requiring everyone to build a one-size-fits-all army or spending ten minutes deciding how to restructure their main base army to take a base (which would seem likely if we did true PvP). The other issue with PvP is that if you push through titans you get pretty good at managing shields and guard time, then all that becomes meaningless when you hit this proposed PvP wall at legendary. But inserting your base at the back of the attackable queue while you're attacking another base requires no fundamental changes to the game play from the player perspective, except the possible annoyance of raiding to get 15 trophies, and coming back to find out you lost 20...but that's a risk I think most in the clouds now would be willing to take for the chance to raid someone.
