How do you make a poll on the IPad???Or anywhere?
At the top of the thread, cluck "thread tools", plus there is an option to add one on the "start a thread" screen.
I'm assuming you are using the default layout, not the mobile one.

If you have already submitted a thread, but later decide you want to add a poll:
1. Scroll to the top of the thread.
2. One line above the top of the OP, there is a little toolbar.
3. On the right side, there is a button labeled "thread tools".
4. "Add a poll" is one of the options listed there.
