People who have level 9 walls are already hard core farmers and have maxed out defenses anyway.

People with all skull could be TH8s saving for their AQ or last levels of their BK. They are usually my preferred targets.

For the record I did level 9's and about 100 level 10's by the time I had maxed th9's buildings.

Leaving multiple builders free to do walls when there is plenty to do at TH10 is a waste of time, and loot at TH10 isn't as bad as all that, I am still doing level 10's at TH10.
