Could somebody please explain how a level 71 player gets to find me and raid when I'm only at level 12? Or is it just dumb to have assumed you get matched with similar level players? I'm not GC or Facebook friends with this person, so is it possible to look up a specific player and go and raid them?
Well matchmaking is based on trophies. And it sounds like you are in a low trophy count since you are very low level. so this noob was probably down there too. Pretty rare.
Nope, it was completely random. He would have been at a similar trophy level to you and been matched with you.

I will just add that, no, you can't search for players or attack them through GC. They only slight exception is you can revenge people in your attack log.
One of my accounts is a TH3 and I got matched with a near maxed TH9 once. It was like finding Godzilla in a phone booth.
And no, I didn't try and raid him with my Lv2 troops...didn't want to embarrass him by 3-starring his base...lol
