those teslas are nothing , do them on th 10 ..
im th 10 and the loot is not bad at all :)
de is pretty much the same if not better , farming on crystal 2 and getting on almost every raid 2k+ , so its not so improtant to max heroes on th 9 imo .

uppgrade now there is no point in staying for teslas and heroes.
do some work on those teslas! They should all be level 7 when you move up

I belong to the school of time management and maximization so here are my thoughts.
I'd slap a builder on the two lower teslas and the dark barracks for ONE upgrade and then the very next builder go onto you TH upgrade. You should then farm enough for the teslas and DE to have time to upgrade your king and queen. Your builders will be busy enough while your TH upgrades.
After TH10, dedicate one builder to get those teslas up to 7. If you leave a couple of defenses too low, later they become "bottlenecks" in your building strategy.
