While your Town Hall is upgrading you can try and finish up those upgrades. I would go but it's your choice not mine.
Definitely upgrade without hesitation. Given that you're nearly maxed out, the extra xbow and IT will take your defence to the next level (way more than upgrading the existing telas would).

I can't help but notice how easy it is to knockout your heroes. ;)
