The scrolls (expansion permits) have disappeared COMPLETELY- AGAIN. Please don't copy/paste the standard 'random' reply as several of my neighbourhood friends are experiencing the same problem.
It's now over two weeks since I last saw a scroll - not even as a Derby horseshoe prize and again this week once again - ZERO scrolls.
Whoever is dictating the game's play strategy has clearly a vindictive nature. Frisco even had to reply in a forum post turned 'Supercell do you hate us' about the constant stalling/delaying/enforced waiting/conditions that are we presume to provide 'ongoing interest' but are in fact causing frustration. Three of our group have stopped playing over the past couple of months because of this.
Scrolls don't exist
Puzzle pieces are distributed to ensure it seems no animal is completed first
Town expansion isn't allowed even when we have all required items until we are at next level
Barns are stuffed holding land expansion items nobody can use because NO SCROLLS

I was originally okay with the permits situation, but it took me five months to collect them all. And I'm an avid player. The frustration level was high and the situation got worse with the addition of the ridiculous puzzle pieces....
Holy way to alienate your customer base Batman!

Puzzles and permits => this is really frustrating and doesn't hold interest, because we can't do anything to get more.
Town expansion => I can do something: serve visitors to reach a new level.
I haven't collected land expansion tools until I had enough permits.

How can they possibly help from that message? It's just a rant. Now, whilst I think they're generally a bunch of incompetents, I don't think ranting at them is on. It's not their fault they're selected to do a job that's either beyond them or they're not trained for, in what appears not to be their first language. If you want to rant, do it in the Bugs section to Frisco or Nick, who *do* have some control over these things, or can at least pass it on to those who do.
As for Permits.
Permits haven't disappeared, I finally got my last one a few days ago (having spent too many diamonds on the wheel of (mis)fortune when one was on there & to spin the Derby prizes - because, I too, am impatient!) . They're in the Derby columns 4 & 7, you just need to be prepared to shuffle for them, or wait.
If your barn is too small to hold roughly 90 LEM then don't, hold fewer, until you only have one or two scrolls left to get then get the rest.
It really does pay not to get so stressed by these things. It is just a game and within that game getting the Permits doesn't really do anything, except give you a little more land & some Deco, it doesn't affect your game play.

Expansion permits have disappeared for me as well. I haven't seen any for two weeks despite completing two derbies in the champions league and playing as much as usual. I used to see at least 2 a week and now none in the derby or on the wheel. Super unfair and frustrating!

Expansion permits have disappeared for me too. I play many hours throughout the day, and I have kept track, it has been over a month since I got a permit.
I can understand making them rare, but it's a bit over done in my opinion.

I spent a lot (!!) of diamonds to get all permits by opening each and every red box. Done. But I do hear from other farmers that the permits seem to be extremely hard to come by.
I am not spending money on the puzzle pieces, I don't see a return value in them. The zoo animals are cute but don't give much back. I do surf other farms and check on their zoo animals and sadly, almost all of them look abandoned. I am curious if SC has something in mind for the zoo.

I think it is great to have enthusiastic players who care about achieving successes in Hay Day; not getting permits or puzzle pieces, if that is important to a player, is frustrating, especially if if it feels random and/or futile. To me, the game was most fun back when the mechanics of it was important to me.
I hope the drop rate will increase for these items for those who do not pay diamonds to get them faster so that the game does not become annoying to newer players whose enthusiasm I find an inspiration.

I have gotten one out of a red chest (I only open the ones that do not require diamonds to open) like two days ago or so.

I got one today - first one in a long time. Pleasure of receiving it is in proportion to time I had to wait to get it
