The basic idea of such layouts is to force pigs to move around the "core" with xbows/infernos. This works perfectly. You CC and heroes should be close to the center to make it harder to lure them(this is true for all layouts, not only for anti-hog).

It is still doable with hogs but attacker must be really skilled.
I wouldn't call it "sacrificing". I would call it "making slightly weaker". BTW there are a lot of TH10 people with FULLY maxed defences who stays on their old layouts - their bases can handle hog's attack after hog's nerf.
Pigs army is MORE expensive than GoWiPe in cost of DE, and more or less equal in gold. Normal elixir is the less important resource. Why do you call it cheap?
Pigs are cheaper than witches - that is true. But mass-witches are much more powerful.
