Townies - Why do some leave & some stay?

I've noticed that when the Eggspress Train arrives, and I'm in the process of emptying townies who have been fully served (and those who haven't) , some of them apparently board the train, but some do not.

Today, I had four or five salesmen that a neighbor needed for her task. They had all been fully served. The train was arriving as I was emptying the buildings. None of the salesmen came from other towns. However, after releasing everyone, and the train leaving, I had only two salesmen left at the station for my neighbor to pick up.

So, my question is: WHAT determines who is left and who is picked up? Last 10 seconds, some magic forumula, or what? Thanks for any info.

If you release your townies and they have time to reach the platform before the Eggspress leaves, they will board.

People have different methods to keep them from arriving at the platform too soon, especially if their town is full and they want to get as many new townies from the Eggspress as possible. For example, they will set up walls that make the townies walk a labyrinth to get to the platform. I just make sure that I do not release any townies until after the Eggspress has left.

I actually do not release my townies when the Eggspress train is arriving (just so long as there is room for 14 new townies). I wait until the train leaves, then release my townies, then I visit my neighbors, then I sort the townies to their respective buildings!

This keeps more townies on my platform for my neighbors!
