Haven't gotten any Tom boosters yet, i regulary just use him every once in a while to stock up all my jewellery when i run out of necklaces and bracelets from getting vouchers with special truck order. It nets a decent amount of profit on top as well.
You can use Tom for a sort of "free trial" and hire him for 1 time for free.
Then you have to wait his nap lasts and you can hire him again for a limited time with diamonds.
Sometimes Tom also gives you a limited discount on the hiring price.
You can also boost him with the booster - once you unlock them. :)

Once you get to lvl 18 you can unlock the neighbourhood house, then you can join a a neighbourhood and take part in the derby. You get boosters as prizes. You also get boosters in random boxes that show up.
At present if I were you, I'd clear land ... get saws, axes, tnt, dynamite and spades
You might have noticed, the game gives you more of stuff you have ... don't grow berries and fruit to sell, just grow to make cakes and stuff. If you grow fruit to sell you'll use up all your axes and saws, the game won't give you new ones fast enough and you get clogged up with dead bushes and trees ... especially dead nectar bushes (the white ones you see on many farms).
I tend to get a free Tom for 13 hours every second or third derby, I save him until also get a 'tom has 40% shorter rests for the next 12 hours' and use both together.
I'm a level 15 farmer, fruits and berries are not unlocked yet.
but sure, I'll definitely use him for axes and saws and axes and Bombs to clear land.

I don't get Tom free very often at all. I play the Derby solo, so I only get 4 Horseshoes, the Boosters are in the other columns. I've won the odd one on the wheel.
Be careful what you clear, you can't get it back again and the trees change colour in the Autumn/Fall & get 'snowy' in the winter, so some people regret chopping them down. I like the little boggy patches too, I think they add character to the farm. Not everyone agrees!
