Which should I upgrade first as both are 10 days and 3 million, level 3 dragon or level 2 pekka?
I'm not really experienced in using either but I'm running out of elixer upgrades as a town hall 8 .
Any tips on how best to use either would be helpful...

But a level 3 dragon or two does the same job as lower leve ones - it can help mop up, but gets shot down easily by archer towers, tessla, and of course air defense. For pekka, level 2 will 1-shot more things, although really level 3 is better again vs tougher bases. And given how slow pekka hit, that's the best difference - one shot, vs two.
If you're not a big user of either, I'd say go dragons, because they are easier to use, and can help you burn loads of excess elixer. But make sure you've done all your spells first. Do pekka last, because they are harder to use and hence more specialised, and pekka 3 is 6M elixer so if you don't have a burning desire for pekka it can wait (personally, I did pekka to level 3 before dragon, but that's because I always loved my kink and a clan mate once donated me a level 2 pekka which I used to kick but t, s I was sold early on...)
