Yeh im a level 84 and i think getting gems are pretty hard, so i think having a daily quest would be great.
I noticed that there may be a problem. For people in time zones where less people play, they may find it hard to donate a lot of troops, because they may be at school/work or asleep when other people at different time zones where there are lots of people playing are awake or not at school/work. There will be more donations at that time and people at time zones where the game is more uncommonly played will find it harder to find donation requests.

Edit: Also forgot to add, the number of donations needed would be scaled by clan size. If you are a clan with 10 people, the requirement would be a lot less.
