This has happened to myself and our clan mates a bit, it's getting quite frustrating.
Again, just now I have put a troop request. In the clan chat screen the request shows as full 25/25. Yet in my castle it's 5 troops short.
Clan mates in the past have had even worse results with 0/25, 5/25 etc.
Not sure if there is a connection lag or something but it's a real pain having to wait another 20 minutes due to a bug in the system.
