you can also try adding people from your friends and followers tabs to your friend book, then you can invite them to join your hood.

if you are not too fussy about people joining, set your hood to "anyone can join" and set the minimum farm level to whatever you like
Thank you for the links. The other ways such as invitations through friends and papers haven't worked at all. Hopefully these forums will help
You can add friends to your book by tapping the "+" next to their farm name
once they are added to your book, you can send them invites to your hood
