As far as whether or not a change is necessary, I believe the answer is no. If having a base specifically engineered to be low ranked but hard-hitting in clan wars was a guarantee that the clan it belongs to would win, the answer would be yes. But it isn't. Far from it, actually. My clan has defeated plenty of other clans with engineered bases and we've lost clan wars with our own engineered base. Because there are so many other factors involved - whether or not everyone uses both attacks, whether or not everyone is actually good at attacking, whether or not their defenses are solid, et cetera. In the same way that some Builder Bases have very advanced troops and defenses but low trophies because the player behind the base just isn't good at the game, the owner of an engineered base can blow their attacks because they just aren't good, and I've seen it.
If having a base specifically engineered to be low ranked but hard-hitting in clan wars only had perks and had no drawbacks, the answer would be yes. But that's not the case. The fact is that because these bases have little defense, they're easily curb-stomped in normal everyday attacks and the base owner is constantly trying to recover lost loot and then add more to it. It's a lot of work and requires a lot of time and diligence. In this discussion of changing the game with regard to engineered bases, the plan is to weaken the positive points and leave the negative aspects as they are. That sounds like a pretty bad idea.
