The solution to lopsided bases is so obvious that I'm amazed I haven't seen it here before.
Simply set a max ratio of offense:defense and the further you are from that ratio, the lower one is inflated (how far would take testing and balance). Do not publish the ratio.
The only bases that would have a significant change to their total weight would be the lopsided ones.
Rushers, maxers, normal progression all maintain a relatively balanced ratio. The further you go from that, the larger the weight penalty.
Then no need to worry if you face an engineered clan. Their defenseless bases will bring in a much higher balanced mirror.

Just a fluff announcement as far as I am concerned. We don't know anything more than what we did last week. We don't have to know the exact algorithm, but some specifics wouldn't hurt either.
When they take into account the total weight of offense and defense, what balance are they looking at? What I fear is it will be skewed more the other way where max th9s are once again, faced to low level th10s with infernos. Is a 30/30 bk & aq th9 going to balance to a 10/10 bk & aq th10 with level 2 infernos? This isn't great either.
This is what I find most frustrating about these announcements. Rather than giving us more information, they are vague as always. We can't have a true discussion of what the possible changes may be because we still don't know. There are many very intelligent, informed, and knowledgeable people on this forum. With a little bit of info, I am sure some helpful feedback can be given to be sure these MM changes aren't going to backfire.
I really hope the changes they are making does truly work to pair engineered to engineered. Guess we all just have to wait and see and pray for the best.
So you have been making tweaks and balances on the background with no announcement of what was changed? Why do you think that is not important to communicate? When you makes changes to the game, you announce it so we know what to expect. Why is MM not treated the same?
Define "engineered base". Is .5 engineered? Is a base that is mid upgrade from one th to another engineered? Where do you draw the line?
You guys really need to better communicate with your PAYING customers.
The problem is that they want to allow people to build bases the way that they want to. This is fine when you are talking about farming. The problem is that you can not apply this principle to war. At this point war is more popular than farming.....farming is just a way to get resources to build your base for war. As such, the goal for a clan is to get as much winnable match ups as possible.
Initially war matches were the best for maxers. Rushers complained because they could not win.
War got changed to focus on defense. Defenseless bases started popping up.
War got changed to focus a little more on offense. Engineering bases started popping up.
This is where we are at now. People publish the war weight, so people build just enough defense in order to not get a war weight penalty (which would put you about mid TH level. So now you have TH10/11 bases with TH7 defenses and IFs/xbows but with max heros. Their war weight is as a TH8...but no TH8 could 3 star them.
What every they change....people will adapt and will start building bases or adding players that give them the best chance to win war matchups.
1. Frankly I think they should go back to a modification of the first way. For each level they should have 2 values. TH low and TH high. Once you are a TH you should get the war weight of the TH low. Once you have a certain about of defenses maxed you should then be a TH high. Does this hurt rushers...yes, but it also hurts engineered bases more. Most people rush because they don't know better or they want something like a AQ or GW. Once they realize that rushing makes farming harder...they start to max.
2. The second thing they need to do...is to order people in the war based in their war weight. This causes most of the problems and complaints. If they actually put you on the map correctly...you would see what weight you compare to by looking at your mirror or one above or below your mirror. The other thing this will do is help people realize that while they are a 9.5...it is actually hurting their clan while benefiting them personally (what 9.5 can't 3 * a th9).
3. They need to change war to only have 1 attack. This will add way way more strategy to attacking. It will help well designed bases stand out. It will make it so 1 or 2 people can't win a war by them selves with their multiple accounts. It will take into account everyones attacks...not just the top 5 attackers. It will leave less chances to hit the top 5...so you will have more wars decided by % and stars...not by the fact that one side has 3 max TH11s that the other side can't touch.

Given how rampant sandbagging is, how long it has been going on for, and how long SuperCell has said it is an issue they want to fix... you'll have to forgive me for my lack of excitement regarding your announcement.
It'll take more than empty words to get me to consider opting in, not to mention, becoming a paying customer again.
There were only 3 real choices for this announcement, which everyone should have known.
1. SC has decided to put an end to lopsided bases. - hard total nerf. Result: Some engineers revolt, play less, buy less gems.
2. SC has decided to do nothing about lopsided bases - zero change. Result: Some anti engineers throw in towel, play less, buy less gems.
3. Make a vague, non committal statement trying to make a better game, but give freedom without a defined start date. Everyone sticks around to see what is going to hsppen. People play as before, buy gems as before.
If anyone really thought 1 or 2 is probably, you have not been paying attention to SC's main goal. Hint, gem purchases.

I'm going to remain optimistic about this and really hope supercell has this figured out. I'm actually kind of glad they didn't reveal much. If they did, we'd be right back at square one. We all knew a solution to this issue wasn't going to be easy. The countless threads and posts, endless debates, and ideas that were brought up clearly shows that. So Supercell decides to make an announcement, saying changes are coming but didn't go into too much details about those changes. I'm fine with that. We've waited this long. And we know something is coming, and from what I've gathered, appears to be in the right direction.
