You are lucky. We have no th11 in our clan but have continually have been matched up with a handful of th11 with th11 Max troops. I'm hoping the new update will fix that.

It will be interesting to see the changes in action...i bet people will still complain...people rush their base defenses...and don't let their offense catch up...giving offense more weight isn't going to fix their problem..it's going to actually make it worse for them..
Honestly, it's not an easy thing to fix. Is the problem a MM? Or is the problem player skill? I tend to think it leans more towards skill than MM...

Why would you get more percentage simply cause you had more attacks? Did their attack percentage go up consistently with each attack or did the first attack have the high percentage? It seems to be an even match if the war came down to %...Just because you have more TH11's does not mean you have better attackers or troops.
Lately I've been struggling to get 15 people in for war and have been dropping 'filler' account in a couple bottom spots to fill things out. I just assume the attacks won't be made and we plan around it. My clan is full, people are still actively upgrading heroes and bases, but not going into wars and our veterans are all still very active.
We've been together 3-4 years now (I've lost track). We're a level 11 clan.
Almost all of the drop out from war is just because of the matches.

in a perfect world of skillful players, they 3 star max th11 on a freash hit...
an even match when a clan has 24 th11 attacks to cover 20 bases (not counting their 1x th10, several th9) , more eagles on their side, and our 7 th11 ? ok, so if we were skillful, our 14 th11 attacks should have covered their 12 th11 , 3 starring them. but we are not that skillful. nor they are. it took them 5 attacks to 2 star our nr 1.
so no, having more th11 attacks doesn't mean to have better attacker
so yes, having more th11 attacks let you try several times on the same base until someone adds a star or does better damage
and they could have th10's attempt to do the same. They wasted five attacks on 1 base...5. That's a significant amount. That's five attacks that could have went to other bases for stars..instead it went to one base.
You haven't proven that having more TH11's provides an advantage. You have shown that 5 TH11's were needed to two star one base. I fail to see the advantage there...they wasted attacks that could have been used on lower bases for stars.

I’m not sure what to say on the rest of your post as I’m not sure exactly what you mean. Sometimes people blame the matchmaker for a lack of skill, and sometimes a matchmaker flaw covers a lack of skill (th11 fresh hit double dipping anyone?) . Both skill and the matchmaker can also be a problem at the same time, for example a th9 who doesn’t 3 star other th9 as often as they wish (or as others do) thinking that becoming a 9.5 with bigger heros and troops will let them attack 9s more easily, then being rewarded by facing more 9s by the flaws of the matchmaker, and then the target 9s complain of being beaten up with a th10 offence that really oughtn’t be matching them but just was for the simple omission of defence upgrades on the enemy base sporting high offence that wasn’t sufficiently recognised in matchmaking.
Giving offence more weight, so far as I can see, is a way of being realistic in what an appropriate target is for the size of one’s offence, leaving the skill level of the player to be decisive, as opposed to the other clan simply being outgunned.
