Indeed, it would be stunningly noteworthy only if that th11 was so awfully rushed that it had both th8 defence and offence. Those are as rare as hen’s teeth. So I think we can take it as often given that when someone like you says “th11” they do mean something that in fact has at least some defence and offence worthy of the name, rather than something just a shade bigger than a big 10.
The larger point lurking in there is of course that sometimes it is fair to match different th levels - say a max 10 to baby 11, or an extra 8 where you have a 7... and it is desirable in terms of speed of matching given the wide variety of clan lineups out there. It’s veering to the unfair though if it’s always you at the disadvantage and not at the advantage about as often, or where they are considerably bigger than babies when opposite the th below and when that is happening in multiple lanes. To me, for example, there is just no way a fair matchmaker ought ever deliver a match where you are outgunned 3 big eagle big inferno 11s, or where th8s at the bottom look across to see multiple th3s and a defenceless 11.
