Give Clan hoppers a cool down period or charge them resources or gems for hopping!

Well I go into world chat on a daily basis and see that many people just hop from clan to clan to the frustration of many! I think that "Clan Hoppers" should be either given a cool down period if they choose to go from Clan to Clan so casually or maybe have some of their gems or resources taken from them on exit! This would soon curb this annoying problem and world chat would be more relaxed and fulfil the reason it was created and also stop the "clan hoppers" going into clans and getting their clan castles filled and leaving abuse in the clan chat area as they leave and hop to another clan!
