there's the aha moment lol. expansion permits are a fourth land expansion material that are needed in ADDITION to the 3 primary: deeds, mallets and stakes. they are used only for the deco land plots across the street added a few months ago. permits come only from the derby rewards, mystery boxes and wheel of fortune. when all of the special deco land plots are unlocked, you will no longer receive more permits.

OMGoodness I have been calling them scrolls. Thanks, I have to remember to use the proper name for things. I don't have any of deco land unlocked so that probs why I got it wrong.
