no. puzzle pieces only come from derby horseshoe rewards (max of 2/wk), puzzle piece boats (max of 2/wk), and the mystery boxes - both the red ones and sea chest in town.

Puzzle pieces, as far as I understand it, are only given out in derby, boat, and I guess treasure boxes, tho I have never gotten one in a treasure box before. Someone in another forum has said they got one in a treasure box. I But sanctuary visitors do no give out puzzle pieces.
I thought the expansion permits (or scrolls) were in 3 different things than the puzzle pieces. So I m confused now.
