I get permits most days from all over my farm (mainly from my pets). I think i have gotten about 6? in the last 2 days. But hay day giveth and hay day taketh away. So I am sure I have a drought on some other expansion item (but i'm not expanding much so I don't know which).

I have a farm. So does my wife. I took the pathway of flicking through the paper, going farm to farm, looking for mystery chests and opening them with diamonds. It only took a few weeks to completely open all of my expanded land this way. My own anecdotal experience was that approx every 15 to 20 boxes yielded an expansion permit (or "scroll" as some call them). Each day I intentionally located 1 permit and any others within the same day was just a bonus.
Yes, cost of diamonds aside (and your own views on this) this method worked. It worked well.
My wife chose to let them build up naturally without spending diamonds. She's slowly been opening land as the permits build up.
A few weeks ago she noticed the permits basically stopped. I suggested my method and since then she bought some diamonds and has been trying to find permits using my previously successful method.
The point of my post is to state that something has definitely changed. After a ridiculous drought of permits we started counting and it became a running joke. It took 178 mystery boxes opened with diamonds to find 1 permit. The last permit was found 8 days ago. None since and we've probably opened over 200 more boxes.
She's now given up looking for permits in mystery chests as the diamonds are vanishing too much.
The other thing we've noticed is that the boxes seem to be only appearing after a longer delay.
When I opened my land I could basically find a new box approx once a minute. Now there seems to be a delay of several minutes until a new box has been found.
Questions / Discussion:
Has anyone else experienced a delay from opening a mystery box to another one being found?
Has anyone else noticed the drop rate of permits different than a while ago?
Supercell - would you guys care to comment on the drop rate.
Given how I opened my land (and anyone is welcome to visit my farm to see it all opened and decorated, my ID is in my sig!) and the time I've invested helping my wife on her farm trying to search for boxes... I simply don't believe it's random luck. Did the method I use work too well and too cheaply?

I have noticed a drop in the number of scrolls/permits and the delay in more boxes after clicking on one, I have noticed that for quite some time. I found recently that if I sit or move around another players farm one would pop up but I haven't done an in depth experiment such as yours. I take my hat off to you for doing the test and to your wife for following your example. Thank you for your endeavours and so I will continue to click on them and not open them! ;)
