Maybe we could have it so that the leader or many co leaders can stop a clan member from requesting by banning him for a certain amount of time or possibly turn on a setting so that they must donate more or the same as that they request, thaughts and improvements?

What's wrong with people requesting for troops? You're not obligated to donate. Then again, it is kind of annoying when someone with 10 housing space in their cc is constantly asking you for a PEKKA.
I think that's a cool idea though, to have some feature that prevents troop requests if your donated value is not higher than requested values (aside from war participants).
That would be a cool quality of life change that I wouldn't mind seeing. Like I said, it's not critical but it would definitely be useful.

It is an issue of leader's management.
Complicated game settings could help, but they could also mess things up during war, when requests are more important.
Leader should make a statement.
Give soft warnings by kick with private message and reinvite.
Give harder warnings with kick.
