I do support rushers being allowed to downgrade, giving up everything not available to the TH they downgrade to. Currently, this is only allowed for downgrade to TH1 (dump your rushed account and start again)

Temporary downgrade to war at a lower level? No. The levels are most importantly distinguished by skill. If you are not a skilled TH8 player, you will have big trouble as a TH9, and be hopeless as a TH10. If you are an ok TH 9, you will be too good at TH8. It's like being a good grade 10 student taking classes and exams in grade 9. You'll get bored, and you'll disrupt the lower grade.

Alt accounts, especially on separate devices, are common. However, they are disruptive to the beginners at lower levels. It is great that the three hour training times were slashed, removing the biggest incentive for creating alt accounts.

While I'm fine with the idea (assuming let's say you're a TH9, but you want to be a TH8 in war, and all your stuff is TH8 level max and you're weighted as a TH8 and everything), I don't think it'll happen just because of the amount of effort it would take.

I believe that TH8 or lower may be easier for a skilled player. However, TH9/10/11 have many strategies and layouts that can be challenging, otherwise championships like CWL and ClashCup would not have TH9's.

COC already has a "war mode" and "farming mode". Farming mode would continue exactly the same as it is today.
War mode would ask the TH level before creating a layout and would limit the drop and cut the level of buildings depending on chosen TH.
You could only ask for troops to farming in farming mode.
You would have to go into war mode to ask for war troops.
During war preparation it would only be allowed to switch to a layout of the same level chosen before war confirmation.
I think this would not be so hard to implement.

They can't/won't figure out how to get heroes usable while upgrading but you think converted th would be simple.

Supercell is a company and needs to be profitable. Heroes spend gems then there is no interest to made them usable while upgrading.
I believe this feature would be good to everyone because, as I said earlier:
- More clans could participate in championships. Today they have to freeze some villages on TH9 and TH10 just to meet the requirements of the event.
- It would encourage all players to maximize their villages (thus more gems would be spent).
- Youtubers could teach more strategies (TH11/TH10/TH9) using their own account.
