I have a solution to resolve bogus chat bans
Make each reports have a 1-2 minute timer until the pending report expires
The global chat messages only stay visible for 2-5 seconds anyway before spam covers the last message anyways
This way the only way to be banned for recruiting if you some how tick off 7 people within a 1/2 minute time period!
