You're... not meant to get them only once every two weeks. Did you only recently (I mean in the past few days) open the sanctuary and get your animal?
Currently, you're meant to get two a week from boats, two a week from Derby, and however many you find in toolboxes/treasure chests.
You can get them very easy. Join a neighborhood and participate in the derby, this helps a lot. I am level 47 and I earned 20+ puzzle pieces without spending any diamonds. Good luck!

It is annoying. Everyone else but me is getting them. I didn't get any from the derby, treasure chests and got my first one with a boat today. I've been playing since day one.
