No, naming and shaming aren't allowed, you may have to take into account that they may not be aware of the unspoken trading rule. Are they a forum user? If so you could always contact them via PM and explain how you feel :)

How do you almost get scammed on a trade? :confused:
Turns out (through PMs) it was more of a misunderstanding.
We've had spammers as well as scammers sending forum friend requests. You can report anything suspicious by clicking on the little black triangle at the lower left of the message box before you delete it. Let the forum moderators check into the user and take action against the account if necessary.
Obviously, don't respond to anything that makes you uncomfortable. Even if it turns out that they are legitimate players, you don't have to respond to anyone's post that you find iffy, but reporting the forum friend requests could help keep other players from getting trapped.
For SC, so we create a rule based on a small amount of cases where people are legitimately, and usually, recognize it, but the people that are really scammed can't express their frustration.
From my point of view this is a free forum, i should be able to be named as a scammer or as a good person to trade, i can always come and explain my point of view if i feel unjustified accused of something.
On the other hand why note a rate program?
Like the one we have on the app store, you meet a good person or feel that you got a god trade, you rate the player from 1 to 5 (or any other scale), sure you can argue that some people could come and give all 1's to everybody just because i didn't like your avatar, didn't buy all the wheat or sell all the sugar they have, but the world isn't perfect and scoring has always been accepted.

Well... first of all, this is not a free forum, it is owned by SC and they are free to set whatever rules they like. (If you have seen any of the knock-down, drag-out nasty "fights" on the trading thread you can understand why they don't allow name and shame!)
Second, trading is not sanctioned by SC. They are being lenient by allowing a trading thread at all. If we aren't careful they will decide that the thread is too much trouble, and we will all have to go to FB or other sites for trading.
How about we just accept the rules and the possibility that now and then a trade will go bad???
i do accept that trades can go bad because, from my point of view, is impossible on any system that involve people to make things a 100%.
And i'm ok with it, since i too make mistakes.
What i have said is that i should be able to alert other players that trading with someone is more "difficult" then with others.
I'm not just talking about trading, i'm talking in general, that is why we have a stick post stating that SC never ask for our password :), but no name.
I do understand that allowing people to name each other is the best way to flame the forum with post's that don't really increment the game in anyway but that is why i made a suggestion, but also "closing your eyes" don't make a problem disappear.
To make my final statement on this thread, since i made my point and have no interested in starting a conversation about something without a solution i mind i just like to state that as far as i'm concerned i think hay day community is one of the best, if not The Best, community online where people really care about each other and try to make things work for all of us.

PS: I would like to add that i'm not against forum rules in anyway, and i do understand that this a private forum were you accept the rules for gain access, i'm just against not having a mechanist to report things that mislead on purpose
