I'd be a happier camper and more willing to do the PP boats if they were regular boats, not Extra Painful Boats, AND if they were not limited to 2 a week. At least then I could weigh the pros and cons of casting off a horrifying boat, betting I would get another one that might be easier.
As it stands now, if I cast off a PP boat because I don't want to fill it and I know my neighbors and friends won't fill it either, I don't get another one to replace it. It's 2 PP boats a week, do or do not.
With these quantities and types of products requested by puzzle boats, I think I'll DO NOT.
I've had one boat with, one boat I cast off & the next boat is without.
Perky, I never do 'horrible' boats (and still won't) but I've done a few boats with some 'horrible' crates recently because I wanted to fill the other crates Strangers seem happy to fill them...bizarre I know. I'd hate my friends to fill them, but if strangers want to, for whatever reason, then great. If not it can go part filled - but I've not needed to do that yet.
So please friends, do not fill horrible crates unless you have a burning urge to do so!
My 2 puzzle piece boats were not particularly hard boats. It must be random.
I can't as yet contribute any information towards the question if there are 2 boats per week only or if there will be more. Neither do I know if there will be more puzzle boats if you refuse those 2 boats today.
I posted the other day that I had zero puzzle pieces from boats/treasure chests/red boxes and 2 from the derby. I since sent a support ticket to SC directly from my game and low and behold, a couple of boats later I had a PP on my boat then 2 more boats no PP then my current boat is a PP. Will have to wait and see if there will be more after these 2.

2 from unlocked Sea chests
Had one this morning and another one is coming in a few hours. Also got one from a mystery box. Three recent pieces all went to the same puzzle too, so that rocks.
I've had 2 puzzle boats today, and next one is not a puzzle boat. We shall see if the one after that is a puzzle boat or of the drought persists to next Tuesday.
