Simplest solution to engineering

I don't think they need to change the actual matchmaking algorithm too much to address the engineering and also thay should not force player how they upgrade there bases.

But I think a simple change to how the war list is displayed can change things a lot.
I think that every higher level town hall should be ranked higher in the war list regardless of what There actual war weight is.It will be just a visual change to the war map and no real change is needed.

this way almost 90% of casual engineers
Can be removed ,bcoz they will see that there mirror is too high to be beneficial doing engineering.

I don't see any disadvantages of doing so,can someone see any drawbacks?

So instead of showing:

They show:

Clan A	TH9	TH9	TH8	TH8	TH8	TH8	TH7	TH7	TH6	Th6
Clan B	TH10	TH9	TH9	TH8	TH8	TH8	TH7	TH6	TH6	TH6

I don't see how that helps. Clan B still has the 2 TH10 attacks that Clan A don't. Furthermore, people have already gotten used to the War Map being arranged based on defensive weight. Placing that TH10 up there (when it has TH8 defenses) is a little misleading.
