I cant believe none of us had this idea before.
(Or i am complete idiot and this is already the way war matchmaking is)
Why not take defensive weight and offensive weight separately and match with a clan with similar defensive and offensive weight. And not adding it as total war weight.
This means that most likely an engineered clan with get matched with engineered clan. So there is no benefit of engineering!

Under your proposed system, what type of player does an engineer with a single cannon and only one troop maxed out match against? This is an extreme example, but it'll be a super weak base. A base so weak that a camp full of max, say, PEKKAs would be able to steamroll 100% of the time
Just do it based on TH level. The end, problem solved.
There is no need for a solution since there is no problem.
There are just people angry because they want to win in war but they dont't want to make a war oriented village
A combination approach would be the best... to start off, a base should always at least weigh as much as the previous TH level maxed.
After that if ya want to add either offense of defense stats whichever is greater is fine. However just pairing TH together makes it hard for non maxed TH to even participate.
It can reduce the win of those clans!! great
