Maybe because the clock tower is physically located on the builder base and only affects what happens at the builder base. Why should it affect the village all the way across the sea?
Because in the TV series "Lost", the time machine affected time on both the island and on the mainland.
if you are overseas on work and clocks are adjusted at home for summertime or daylight savings - does that have any effect on where you are working? nope
