That's just the nature of game development. There are going to be times where focus has to shift towards certain aspects of a project. I truly hate using metaphors because ultimately not everyone can relate to them. But being a former project manager, old habits are hard to give up so I'll try...
If you have to cook dinner (TH) and make your bed (BH), you obviously can't do both at the same time. If your dinner can be cooked in a microwave (short duration project), sometimes you can just throw it in the microwave and make your bed while the food is cooking. However, if you're cooking a complex dinner for a group of people coming over it might be easier to just make your bed first so you can then focus on the cooking after. You have to prioritize how your time (development resources) has to be spent.
I know these are vague references as I am more trying to convey how sometimes things shift based on what a) can be done quickly b) what is urgent c) what needs to be planned long term.
Did you read what was written? Nowhere did he say that they're focusing more on the BB. He said pretty clearly that BB stuff was easier. That means that, even if the exact same amount of time is spent on both, we will see more BB stuff.

Good explanation. But no one should have told or lead the family to think that dinner was cooking, when all they get to eat is leftovers -- and after a long wait with the oven cooking, all we got was a made bed. People expecting dinner was also led to believe there was a feast coming.

I'd like to see a major trickle down update. The lowest THs get maxed so quickly - howabout giving them more stuff to build/research. Move some of the TH3 stuff to TH2, move new TH4 stuff to TH3, TH5 stuff to TH 4, and so on. If enough stuff trickles down, then maybe TH9/10 won't be such a grind. It might also breathe new life into some of those lower THs (like 7 & 8) making wars a bit more interesting.
I've started a couple of minis over the last year or so. I found it tons of fun overall, but the time spent at TH2-TH6 was miniscule. I would have enjoyed doing a little more work there.
However... I can understand that Supercell wants to attract (i.e. addict) new players, and the "speediness" of the path thru TH6 gets people hooked. Making that process slower could scare away the newbs.
TH11 is still underdeveloped, no need for TH12. I don't expect a TH12 until at the very earliest Autumn of 2018.
