Your right if I knew you were on I would just spam chat waiting for you to fill my request or talk to me. Even if you were just jumping on to get quick raid in or collect resources.
This is a horrible idea and ruled out so it doesn't matter

Thats nonsense you want it so to see how active your clan is. If they NEVER want to chat and NEVER want to donate then thats not active, and thats easy to tell without an indicator. What you are seeking really is a way to get past even their moment to moment desires for privacy.
Most people collect their resources when they log in, so if you really want to know, you can check their Mines/Collectors/Drills to know how long it's been since they were last online. If their Village is destroyed, it is an indication that they didn't log in after they were attacked (note: the destruction will change if someone else attacks them). You can also check the number of attacks they did this season and the number of troops donated.
I'm against all of that. If you feel your clan is not active, just find another one. Knowing that they are online will probably create conflict that will lead to you leaving the clan anyway (or getting kicked).
I do disagree with this idea. For me it can raise the issue of privacy as well as stalking. Players can easily check a certain time frame for which someone is on, and that can cause issues ranging from spamming to trolling and clan issues such as donating and Clan Wars.
Additionally, it is not hard just to take a friendly peep and type "anyone on?" in chat and see. As stated by people before, privacy should be something every player has a right to, and I believe it should not be added.
