Surprise! You already have access to this feature.
1) Go into clan chat.
2) Type "is anyone on?"
3) Whoever responds is online and WANTS to chat or donate.
Why do you need this feature. Do you want to harass other members for troops? If I'm on and I want to talk or donate, I will. Otherwise, I want to do a quick raid or two and be left alone. Not have someone beg for troops that I don't have time to cook then get mad when they see I'm online but didn't donate. Respect others privacy and a big no from me.
I believe this is ruled out,please read the stickie before post the new idea.

This is a great idea. You can see if your clan is active whether there chatting or not. So don't say "Chat is anyone on" because if they don't want to chat you don't know if they are active. You would not be harassed considering they could spam chat anyway.
