Leaving aside your contention that engineering needs reducing rather than the MM needing to give no advantage to any playstyle, SC have already rejected build restrictions.

Otherthan ban give them a tag of engineering base(based on the restrictions ). Then make matchmaking between same engineering bases.
Because we also forced to make engineering bases to win war. Now my clan losing 6 war win streak due to engineering bases.
If you think there are no engineered Builder Bases, you haven't seen enough Builder Bases.
Engineers fsvour offense over defense. There is nothing in the Builder Base restrictions that make this impossible or in fact discourages it.
Applying retro-active conditions on village structures will upset a lot of people including those with new th and not resolve the engineering factors really. So why would SC entertain this idea ?

-make engineered bases too
-remove poor attackers
-war with the max th11s
-practice attacks
-remove very low th
-blame engineered bases on forum

Yes a th11 base with lvl1 defences will be equivalent to a th9 but at least they wont be equivalent to a defenceless th11 equivalent to a th4 in war weight.
Its a simple proposal and would make wars more fair for all of us.
