Like I said before, adding a fee to join/leave clans is a bad idea. It will anger a lot more people than it will please.

Like I said it makes me so angry because it happens so often and the person already in the clan does not have to pay to already be in a clan

We're going in circles.

Family clans have to leave and join a lot. If you implement a fee to join, then how will they move around?
Don't be angry then. It's only a few archers. Are you going to punish thousands of players for the sake of a few drops of elixir?

how about a list of hoppers on c o c and type In a name and see how many times they have hopped and if you don't agree to that then i quit

A million+ gold to join one clan. Dude, unless your clan is in the top 20, that's not worth it. Even then. You should just ignore hoppers, and if you can't, then don't suggest something that punishes everyone.

Well I mentioned shortening it to half the value

This would destroy family clans. Plus if someone just wants to join a new clan, and has to pay 1 mil, the entire place would be clanless. It would cost less to make a clan then to join one!

If it really annoys you, then just switch to "invite only".
