My idea is to just let hoppers hop.
Supercell has better things to worry about.

Hoppers can only do so much.
What's a few archers to you?
1500 elixir is nothing.

Like I said before, adding a fee to join/leave clans is a bad idea. It will anger a lot more people than it will please.
