Maybe passes for river boat rides. Some of my shoppers in town are a bit sketchy. I would give a few free "get out of town" passes to them.

That would be a really bad thing if you ask me.

If there are only a finite amount of townies to pick up, after the first 2-3 neighbors collect full 10s there will be nothing left for the remaining hoodies.

At least this way you can always pick up at least 2-3 of them.
